City Of Sex Where Men Have More Than Three Women

Most of the men in this city have two or three girlfriends!
There is one city on our planet that defies the universal dogma of monogamy, which tends to be the cornerstone of our modern society, with so many women living there that most men have two or three girlfriends.
Dongguan, in south China’s Guangdong province, is not only popular for producing electronics, including iPhones and iPads, but it is also known as the Chinese ‘capital of sex’.

Mirrior UK reports that the city came to attain its status due to a certain child policy which operated in China for many years, when the country had a massive gender imbalance with millions more women than men.

Then, local factories which run assembly plants had a bias for hiring men, as they find them unreliable. Instead, they have been offering jobs mainly to women.

This made more men taking odd jobs and casual work, thereby leaving them with plenty of time on their hands, which in turn makes room for more than one girlfriend.

Most men within this Chinese ‘sex-city’, admit they have two or three permanent girlfriends at the same time, and it is not a problem even between the women.

“It is a lot easier here to find a girlfriend than a job,” one man told a local TV.

The few men who do have jobs at the factories are in a better position as regards finding girlfriends, because they spend longer hours at work on the production lines with the women.

Nigerian Army Explains Why Dismissed Soldiers Were Reinstated

The Nigerian Army has confirmed the reinstatement of 3,032 out of 5000 dismissed soldiers whose cases were reviewed by a committee constituted by the Chief of Army Staff, Lt.-Gen. Tukur Buratai. The army noted that the soldiers were reinstated on merit.

The acting Director of Army Public Relations, Col. Sani Usman, according to a NAN report, made this known at a news conference in Abuja today.

Usman, however, said the cases presented to the disciplinary review committee were treated on merit, adding that the review process was still on. According to Usman, only soldiers with disciplinary cases have been reinstated as those with criminal cases are not even considered by the committee.

“You would recall that the Nigerian Army recently instituted a committee to review the recent disciplinary cases in the service, especially of those soldiers in the defunct ‘Operation Zaman Lafiya.’The committee has concluded its initial sitting and has made certain recommendation that led to the reinstatement of 3, 0 32 soldiers out of 5,000 cases reviewed so far.

Federal Government Approves N400 Million Bailout For Nigerian Students Abroad

The Federal Government has approved N400 million for the payment of upkeep allowances of Nigerian students on foreign scholarships.

The Acting Permanent Secretary, Federal Ministry of Education, Hajia HIndatu Abdullahi, made the disclosure in an interview with the News Agency of Nigeria (NAN) in Abuja on Wednesday.

Abdullahi attributed the delay to non-release of capital allowance and the change in government which delayed the release of capital allocation for 2015.

She explained that the upkeep allowance of the scholars did not come as over head allocation but capital allocation.

According to her, the allowance payable to the scholars outside the country is from January to December and it is calculated and captured in the budget every year.

She said that the plight of the students was being taken seriously, adding that “we just have an approval of about N400 million, we are now working with the Federal Ministry of Finance to obtain it.

“After that, we will head to the Budget Office and the Central Bank of Nigeria to ensure that the money is remitted as soon as possible to the missions.
“In terms of the paper work, we have concluded; we want to pay something so that their hardship will be minimised.Abdullahi said the entitlements were being worked out from January to December, adding that in 2014, the students got all allowances for the year between July and August.

“Whenever we receive capital allocation in the ministry, we work out the scholarship money and pay into CBN.
“CBN will now remit same in line with the information we have given them; it will remit to embassies which will remit to the scholars. The acting permanent secretary said that if there was any delay in the release of capital allocation, it would affect scholars’ upkeep allowances.

Good News! HIV Prevention Drug Shows 92% Promising Result

A drug to prevent people who are at risk of HIV from being infected is on the way. According to TIME magazine, growing evidence showed that the drug, PrEP, serves as an effective method of curbing the spread of the HIV virus.

More than 650 people who took the drug during a 32-month period, were evaluated by researchers. Nearly all of the participants were men who have sex with men. Users were more likely than non-users to report that they had multiple sex partners.

Participants developed a number of different sexually transmitted diseases but remained free of HIV, during the study.

The US Food and Drug Administration approved PrEP for use in 2012 and it has since been recommended to groups that engage in sexual practices that place them at increased risk of HIV. According to the US Centers for Disease Control and Prevention (CDC), the drug can reduce risk of HIV infection by 92% if taken properly.

But it's NOT a good reason to go sleeping around. lol

New Party To Emerge From PDP – Senator Balogun

Sen. Lekan Balogun, a PDP stalwart and Osi Olubadan of Ibadan, has predicted that a new party would emerge from the PDP ahead of the 2019 general elections.

Balogun disclosed this on Thursday during the monthly Guest Forum of Oodua Newspapers held at Ijikodo, Ibadan.

“I foresee a new party emerging out of the fall of PDP from power after the 2015 elections and not that the All Progressives Congress has taken over.

“Some members of the party have gotten to a point of no return and I think they could break away,” he said.

The News Agency of Nigeria (NAN) reports that the PDP, which came to power in 1999, ruled the country for 16 years.

Balogun said that the party failed in its re-election bid because its leadership refused to listen to the advice of elders.

The former lawmaker, who took a cursory look at the collapse of the PDP in Oyo State, warned APC not to make the same mistake.

“The fall of PDP in Oyo State and at the federal level is dialectic. “Former President Goodluck Jonathan was good, but some of his ministers and party men did not help matters,” he said.

Balogun, who claimed to have sent several text messages to PDP leaders in Abuja advising them without any response, said he predicted what happened to the party.

He said that the extent of the damage to the party’s fortunes was more obvious after the elections.

Balogun also said Nigerians should be patient with President Muhammadu Buhari over allegations of lopsided appointments.

“Appointments are made based on principles of intellect, character and national spread. “President Buhari is a very disciplined leader and I know he would address the issue in subsequent appointments,” he said.

He, however, called on the National Assembly and the executive to work together to promote good governance.

On creation of Ibadan State, Balogun said this was desirable but negated by the prevailing paucity of funds.

He said: “Take Oyo State for instance where government cannot pay workers and teachers salaries. “Would any sane person be talking of creation of Ibadan State again?”

He also said the late Premier, Chief Obafemi Awolowo, was noted for his Free Education Programme, wondering why Gov. Abiola Ajimobi’s administration would stop payment of SSCE fees and also impose N3,000 education development levy.

Balogun also expressed reservations at the failure of the state government to conduct local government elections after four years.

He said this was not only against the tenets of democracy, but contradicted the principle of rule of law. (NAN)

Nigerian Army Discovers Massive Illegal Bunkering Site In Port Harcourt

The Nigerian Army on Wednesday said it has found a massive bunkering site near the office of the Nigerian Ports Authority in Port Harcourt, Rivers State.

The army said the bunkering site is about one kilometre from the Nigerian Ports Authority in the state capital.

Commander of 2 Brigade of the Nigerian Army, Brigadier Steven Olabanji, explained that security operatives stormed the site following a tipoff.

Olabanji he said the level of oil theft within the site was massive. He said the army discovered thousands of litres of illegally refined diesel at the site located at the Makoba Beach.

Olabanji said that over 5,000 drums of illegally refined fuel and a badge containing 165,000 litres of diesel were found at the site.

“About 16:40 hours on Monday, we got an information that some illegal bunkering activities were going on along Makoba Beach. On arrival, our personnel discovered illegal activities, which involved bunkering of illegally refined petroleum products and lifting of diesel to local boats.

“At the site, we found over 5,000 drums loaded with illegally refined diesel, four tanker trucks containing 132,000 litres of diesel combined and a badge with 165,000 litres of stolen diesel.

“This discovery is unprecedented because since we started our operations 10 days ago, this is about the biggest that we have uncovered,” he said.

He said additional 150 drums containing 3,150 litres of diesel was discovered in 21 Cotonou boats. He 13 suspects were apprehended at the site.

He said the army refrained from setting the site ablaze as was its practice due to its closeness to the NPA and other buildings.

“Our mandate requires us to destroy the site, but we cannot do this because it will degrade the environment and affect residents as it is situated in the heart of Port Harcourt. Our plan is to move them to a safe location for destruction.”

He added that preliminary investigation had started with a view to unravelling sponsors of the facility.

Activist Drags President Buhari To Court (See Why)

An anti-corruption crusader, Ifeanyichukwu Okonkwo has filed a suit before the Federal High Court sitting in Umuahia, Abia State, challenging the constitutionality of the appointment of Col. Hameed Ibrahim Ali (rtd) as the Controller-General of the Nigeria Customs Service, by President Muhammadu Buhari.

In suit no: FHC/UM/CS/216/15, Okonkwo is seeking for the interpretation of Sec. 5(1), 147(1), 148, 151 and 171(1) of the 1999 constitution as amended, the Custom and Excise Management Act, Cap. 45 Vol. 4LFN 2004 and all other enabling laws thereto and African Charter on Human and Peoples Right (ratification and enforcement) Act – Article 22(2), LFN 2004.

Mr. Okonkwo asked the court to declare that the appointment of Col. Hameed Ibrahim Ali (rtd) as Controller-General of the Nigeria Customs Services by the President violated 5(1), 147(1), 148, 151 and 171(1) of the 1999 constitution as amended and the purported appointment is ‘ultra vires’ of the president’s executive powers and duties and thereby a flagrant breach of his Oath of Office.

Among other reliefs, the plaintiff is seeking “a declaration that as at 27th of August 2015, when the President purportedly appointed the Col. Ali (rtd) Controller-General of the NCS; the President Buhari breached the statutory mandatory provision in section 147(1) of the 1999 constitution; having not appointed Minister of Finance, the 2nd defendant.

“A declaration that the appointment of the Col. Ali (rtd) as the Controller-General of the NCS is not supported by any iota of law, and a clear violation of the Public Service Rules application to the NCS. A declaration that there is no enabling law made by the national Assembly as the authority for the appointment of Col. Ali (rtd) as the new Controller-General, NCS, his appointment by President Buhari is unconstitutional, null and void”.
